As WWHR-NEW WAYS, although we have regularly held evaluation meetings to identify the impact of our Women'S Human Rights Training Program, a systematic, external assesment of the program on a national scale of the program had not been undertaken until recently. The aims of the Evaluation Research Project, which started in March 2002, were as follows:

  • to provide an extensive systematic evaluation of the Human Rights Training Program of WWHR-NEW WAYS;
  • to identify the obstacles and difficulties specific to the social, political and economic context of Turkey in relation to grassroots organizing and the best practices in terms of combating such difficulties;
  • to disseminate the lessons learned and best practices to relevant audiences;
  • to incorporate the results of the evaluation into the next set of training programs.

    The Evaluation Team consisting of Assoc. Prof. Nuket Kardam, Ms. Asena Demirer, and Ms. Mehves Bingollu,traveled to 11 cities in 6 regions of Turkey between March 27 – May 9, 2002 and administered survey questionnaires and held focus group discussions with a sample of 290 women (approximately 20% of all participants) who had participated in the program. This sample is geographically and proportionally representative of each region where the training had been implemented until March 2002. The cities visited include Adiyaman, Ankara, Antalya, Bitlis, Canakkale, Diyarbakir, Edirne, Istanbul, Izmir, Mersin and Van. In addition to the qualitative and quantitative data collected from the surveys and the focus groups, sources of information included: one to one interviews with WWHR-NEW WAYS staff members, social workers implementing the program and selected government officials from the General Directorate for Social Services; and program archives.
